Pre-Proposal

You will generally need to involveÌýyour Proposal AnalystÌýwhenever you plan to submit a proposal through the ³Ô¹ÏÍø and/or you expect funding to go through the ³Ô¹ÏÍø.

Pre-proposals, also known as concept papers, white papers, preliminary proposals, or possibly letters of intent, do not require Office of Contracts and Grants (OCG) involvement unless a budget is included and the sponsor requires that an Authorized Official (also called Authorized Organizational Representative (AOR), Signing Official, etc.) submits on behalf of the ³Ô¹ÏÍø.
